In 40 years almost no business owner has ever gone to prison for knowingly hiring illegal workers. Not for hundreds of them. They pay a fine and move on. That is the whole problem. Illegals come here to work. Take away the job and most of them leave on their own. You don’t need raids. You need owners who are actually scared of a prison sentence instead of treating fines as a cost of doing business. Make it a real program, not a headline once a decade. And start in the sanctuary cities where the locals refuse to enforce anything. Federal prosecutors don’t need their permission.
