In the aftermath of WW II Germany and Japan were in a state of utter destruction, however the U.S. implemented the Marshall Plan to rebuild and repair the damage and within a couple of decades both nations had rejoined the global community of nations and on the threshold of an unprecedented era of peace and prosperity. Today, Russia faces a dire economic recession, and Ukraine confronts a massive task of rebuilding infrastructure. It would be in the interest, and to the benefit of all nations, to facilitate the recovery of both Russia and Ukraine. Russia has, by far, the largest land area of any nation along with vast undeveloped resources. Ukraine too has significant undeveloped resources as well as an important agricultural capacity, in addition to a surprising facility for high tech development. No changes in territory or borders are needed or warranted. An opening to foreign investment for a time sufficient for worthwhile profits is all that is required. In the meantime, the host nation would receive the benefit and income from investment, employment and resource royalties. As well as taxes on business profits and income from employment. Right next door is a huge and growing i market for resources in China, India, and SE Asia. All that is needed is a ceasefire and a bit of self-interested sanity from the wider world. Most importantly, a global initiative would focus attention on rebuilding and development with an opportunity for leaders and governments to correct past mistakes with no need to acknowledge or dwell on winners or losers but only on mutual benefits would be far easier to achieve. There could also be an opportunity for an important role to be played by China, Afghanistan, North Korea, Myanmar, Iran, Israel, Yemen and any others desiring to advance their approval in the global community of nations.

This is beyond stupid. Decomposition of plant material generates methane. The Amazon rainforest is a major source of methane and the amount from vegetated land is similar whether it is from decomposition by microbes or digestion by wild creatures, or from domestic livestock.
