The Secretary Treasury cannot refuse to attend the Committee on Public Finance of Parliament when summoned. In the past even Ministers of Finance have attended #CoPF meetings and answered questions. Parliament must have total control over Public Finance in terms of Article 157, and any demur by the custodian of that Fund to be accountable to Parliament must be dealt with severely under the Parliament (Powers and Privileges) Act and the Standing Orders. @HarshadeSilvaMP

Someone who could not differentiate between an official @gov.au and impersonating scam of @gov. au.com shouldn’t handle public funds.

Per the CID, the hackers sent an email from exportfinance@gov.au.com. The real one was exportfinance@gov.au This points to an inside job. This is not a sophisticated attack. That means the systems were not compromised. So how did they know about the loan payment to begin with?

ST has informed me now that he is not able to present himself at the Committee on Public Finance tomorrow to discuss the issues regarding the missing USD 2.5m. This is unacceptable as the Constitution of #SriLanka places full control of public Finance with Parliament and by standing order COPF is DIRECTLY RESPONSIBLE for OVERSIGHT on DEBT REPAYMENT among many other important matters. Thus, him being summoned is not an act of discretion but a constitutional duty of the Committee. He has to answer questions by the committee. And he had the opportunity to put the ‘record straight’ if by any chance he was being wrongly accused. But why is he running away? What is there to hide? As the incumbant ST he has a responsibility. He must fulfil that responsibility or if he cannot, he must give it to someone who can. This is also personal to him since he is the first ever politician to occupy this important civil service position; he sat as an MP of the JVP/NPP government and even as a member of our Committee till the day before this appointment. This high handed act shows total lack of respect for the parliamentary system of checks and balances that is so critical post-crisis [that is why the COPF is chaired by a member of the opposition since the 2022 meltdown]. It is a kick in the face of the promised ‘system change’ the people of this country voted for. It is also a breakdown of the undertaking to @IMFNews on governance. His excuse is that President will address Parliament next week and he can come by thereafter. That is not acceptable and unrelated.

Every time NPP messes up something, their go-to solution is to bring the president to parliament and make him wax some lyrical about something totally irrelevant, and the masses will sing his praises.

An ST who thinks he's above the reproach of Parliament is a dangerous thing. And it's a consequence of having politician from the ruling party in job that should've gone to an experienced Treasury official.

Don't be a slave. Not for the NPP, not for anyone. I voted for them. I do believe they are least corrupt. They also seem very incompetent at certain things. Trivialising real loss is wrong. Whether AKD does it or someone else. No real Ditwah fund, jayakodi, and now the hack.

On accountability - the Ministry secretary is also its Chief Accounting Officer. Technically then, the buck should stop there. Add on the fact that this apparently happened in Dec/Jan, and we learn from opposition Parliamentarians 4 months later that public funds have been lost speaks volumes on its own about accountability. That too within the Treasury of all places.

Rohan phishing attack prevention has nothing to do with just being highly skilled / paid in the domain. I could get you on a phishing attack. Most of us would be taken. I guess they didn’t have proper management that can reduce the odds of this (there is no 100% solution). That’s the reality in most places. For example in WSO2 we phishing attack ourselves periodically. Yet we fell for a $500k scam some years ago. (In that case luckily we got a lot of it back.) Last year one of customers got phished and paid our bill to someone else. That was a big company in a digitally sophisticated country. It is only going to get 1000x worse with deep fakes supporting spear phishing attacks.

The fact that the NPP had to wait for the opposition to raise this hacker issue before issuing a statement shows just how poor their comms are. How hard is it to put together a proper communications team? Right now it’s just X laundromats sounding silly every time they post.

What happened to $2.5 million of the Sri Lankan peoples’ money? Disappeared! This is not just negligence. This is a failure we warned about. When debt operations were moved from the @cbsl to the Treasury's PDMO, the #COPF repeatedly urged the Treasury to hire competent, experienced staff. Managing a sovereign nation's debt in global financial markets is not a clerical task. Those warnings were ignored. Now we are paying the price, and the question is technically, has #SriLanka defaulted on payments as the creditor is alleged to have not received five debt payments? This comes as the MoF has failed to appear before COPF for three consecutive meetings: on gaming regulation, Q4 2025 fiscal performance, and the critical discussion on fiscal-monetary policy coordination. In over 15 years in @ParliamentLK I have never seen this level of contempt for parliamentary oversight. This morning, we wrote to the Sec of the Treasury. Parliament is constitutionally responsible for public finance. We have yet to receive a response on how or when this happened, and why MoF/CBSL has been silent all this time. This is not a political issue. Regardless of where we stand, we must come together to address this, hold those responsible accountable, and rebuild the trust our country has worked so hard to restore.
