A lot of people misunderstand former R&AW chief A.S. Dulat because they take his words at face value. Watch his conversations, especially with people like @ShashiTharoor and a pattern becomes clear. On the surface, he sounds like a soft voice pushing for peace with Pakistan, dialogue with separatists, and empathy for Kashmiris. But underneath that tone is a man who understood one thing better than most in Delhi. Kashmir is not just a battlefield, it is a psychological space. You don’t control it only with force, you shape it by influencing perceptions, ambitions and divisions. Dulat recognized early that Kashmiris do not respond well to overt domination but are highly sensitive to dignity, identity and local control. So instead of trying to crush everything, he worked to redirect it. Engage separatists, talk peace publicly, keep channels open with Pakistan, but quietly ensure that every actor remains tied to India’s system in some way. Funding, politics, survival, relevance. That was the lever. His public language of reconciliation created trust, but that trust also created access. And access is power in an insurgency. At the same time, while speaking of peace externally, the internal game was fragmentation. No single voice allowed to dominate. No unified front emerging. Every faction had its own interests, its own rivalries, its own dependencies. The Valley never consolidated into one command or one narrative. That was not accidental but design. The brilliance was in making it look organic. Even his outreach toward Pakistan can be read in two layers. One layer is diplomacy. The other is calibration. Keep the channel alive, reduce escalation, but also understand the opponent, read their intentions, and shape the environment in ways that limit their ability to control outcomes inside Kashmir. It is less about confrontation and more about positioning. Dulat’s real play was not loud victories. It was quiet control. He understood that in Kashmir, the side that manages perceptions, relationships and internal contradictions ultimately shapes the ground reality.
