🇿🇦R21 BILLION ON SALARIES, WHILE SERVICE DELIVERY KEEPS COLLAPSING‼️ Johannesburg is spending R21 billion on salaries while service delivery continues to decline, raising serious questions about priorities in the city’s governance structure. The city operates through 13 entities, each with its own CEO, board, and executive layer, alongside 21 municipal departments, a structure that is costly, complex, and increasingly difficult to justify in terms of results. Ten of these entities reportedly pay their heads above the national senior management salary cap, with executive pay rising faster than inflation, while residents face ongoing failures in roads, water, electricity, housing, and waste management. On paper, each entity has a clear mandate. In reality, many of those mandates remain visibly unmet, even as leadership structures expand and salaries grow. This is where the concern deepens: service delivery weakens, but administrative layers and costs keep increasing. And yet those in charge continue to occupy their positions, draw significant salaries, and operate within systems that struggle to deliver basic results. Because in the end, no amount of structure or spending can hide a simple reality: Johannesburg is not delivering.

Premier Panyaza Lesufi has just handed the Gauteng Treasury to the EFF – not to fix the province, but to save his own position as ANC Gauteng chairperson! 😡 He has reshuffled his cabinet and appointed EFF leader Nkululeko Dunga as MEC for Finance, while moving Lebogang Maile to Education. This desperate move is about buying EFF support ahead of local government elections and protecting himself against internal ANC battles – not about delivering services to residents. Solly Msimanga MPL: “This decision will not benefit the people of Gauteng. Lesufi is giving in to EFF threats instead of fixing failing municipalities and basic services.” The DA will closely monitor every rand spent under the new MEC for Finance. The ANC did not fail because it got corrupted. It failed because it was never designed to govern to begin with. It is a “liberation movement” that survived for 80 years without any public policy. It was already clear in the 1960s-1980s that their MO was violence and corruption.
