A good start to the day, and now a great end to the day! A convicted murderer serving a life sentence has been found dead in his prison cell. Mehretab Zemicael - an Eritrean national who entered the UK illegally - was found hanged at HMP The Mount in Hertfordshire. A report following an investigation into his death has now been published by the Prisons and Probation Ombudsman (PPO), which investigates all deaths in custody. Zemicael, who was 52 when he died, was found guilty at the Old Bailey in 2014 of murdering father-of-six Gary Brisco, who was 42 with family in Rochdale. He grew up in Accrington, Lancashire. Mr Brisco was stabbed to death by Zemicael in June, 2013, in his room at the hostel in Whitechapel, East London, where both he and Zemicael were staying. He suffered multiple knife wounds, including serious stab injuries to his neck, and was pronounced dead at the scene, the court heard. Police launched a manhunt and Zemicael was arrested a fortnight later having slept rough since the killing. He was jailed for life, with a minimum term of 15 years. Zemicael, the newly-published report reveals, was transferred to HMP The Mount in July, 2018. At the time of the murder, he was said to have been diagnosed with 'complex psychological and mental health issues', but the report reveals he worked with mental health staff and a psychiatrist while in prison. "Mr Zemicael displayed no behaviour of concern, and his condition was said to have been well managed, to the point that his medication had been reduced to a very low dose," said Ombudsman Adrian Usher in his report. He was said to have 'settled in well' and was described in the report as a 'model' prisoner working in the kitchens. But the report details an incident just months before his death. He was involved in an 'altercation' with another prisoner over a game of pool and lost his privileges as a result. He was said to have struck another prisoner with a pool cue. Despite that, the report said he was said to be well behaved and staff had no concerns. Zemicael was said to have spent most of his day in his cell. Fellow prisoners, however, alerted staff at 4pm that they couldn't get into his cell. Staff managed to open the door and he was discovered. He was pronounced dead just after 5pm. "Staff were not concerned about his well-being or about his risk of suicide and self-harm," Mr Usher said in the report. "Mr Zemicael had never been subject to suicide and self-harm monitoring at The Mount and his death came as a shock to staff. "The investigation found no evidence that his behaviour or presentation had ever indicated he was at a raised risk of suicide and certainly none in the days before his death, which came as a great shock to staff." A coroner at a subsequent inquest gave a conclusion of suicide. Source UK Database.
