Champion vs. Champion: The USFL champions, Birmingham Stallions, will take on the XFL champions, Arlington Renegades, in the opener on March 30.
The rest of the teams and cities will be announced in the near future.

Definitely one way to look at it.
Another way is a team went 13-0, including wins over two SEC teams & the Heisman Trophy winner, won a Power 5 conference title, and were told by the CFP Committee that none of it mattered. So some of those players decided this bowl didn't matter
