Dubai’s Virtual Assets Regulatory Authority (VARA) has introduced a formal framework for crypto exchange-traded derivatives (ETDs) under Version 2.1 of its Exchange Services Rulebook. Applicable to licensed virtual asset service providers in Dubai, the framework sets out requirements on client suitability, leverage and margin controls, asset segregation, disclosure standards, and regulatory intervention, extending oversight beyond spot trading into higher-risk derivatives markets. The framework permits both institutional and retail participation, with calibrated safeguards in place. VARA also retains broad supervisory powers to intervene during periods of market stress, including the suspension of products and the imposition of stricter risk controls.
