Not only that but the religious Zionists then (Rabbi Reines and Mizrachi) voted for the Uganda scheme. Before Rabbi Abraham Kook, even the Zionists werent Nationalists. The goal of Political Zionism was not so-called "return," but establishing a state for European Jews, or 'solving the Jewish question,' as Herzl put it. That is why Herzl and other leading Zionists were open to establishing a Jewish state somewhere else. Certainly "Eretz Yisrael" was preferred, because, with the Biblical history, it was more conducive to nationalistic mythmaking. But it wasn't foundational to Political Zionism.
