Lord Arryn was the first to rebel. He did so to protect Ned and Robert, whom he fostered, and was a father figure to.

Outside of Viserys, Daenerys, and Jon Snow, he had the closest royal proximity, ahead of the Martells, Tarths, Penroses, and Velaryons.
