@Channa_Amare @doubledescent0 It's not only about economics, Jaffna has an inherent problem with fresh water supply as majority depend on underground wells, and many are drying up during dry spells. Even Kilinochchi is against sharing Iranamadu water. Hence this is required for survival of population.

MCC had nothing to do with SOFA. The link was concocted by our zealots. Saying no to MCC was the biggest policy blunder - we probably gave up 1 percent annual gdp growth over a decade. The focus of the MCC was evidence based - usd 480 mn, usd 300 mn was to improve connectivity including bus rapid transit. USD 60 mn was to improve land management including titling -

Arab states that permanently host U.S. military bases have, as a matter of black-letter international law, forsaken their sovereignty and no longer qualify as fully sovereign states. They therefore cannot invoke the rights and protections reserved exclusively to states that actually meet the legal definition of sovereignty, and they have no say about Iran's right to defend itself against US aggression. The Montevideo Convention on the Rights and Duties of States (1933), Art. 1, defines statehood by four cumulative requirements, the decisive fourth being “the capacity to enter into relations with other States.” This capacity requires exclusive and independent authority over territory and external affairs, without subordination to any other power (Island of Palmas arbitration, 1928; Lotus case, PCIJ 1927). Numerous Arab states — including Saudi Arabia, Qatar, Bahrain, Kuwait, UAE, Jordan, and others — host permanent U.S. military bases and facilities under Status of Forces Agreements. These agreements grant American forces extraterritorial immunity, exclusive operational command, and control over large areas of sovereign territory. Local courts cannot prosecute U.S. personnel, local legislatures cannot inspect bases, and host governments cannot unilaterally order eviction without risking severe economic or military retaliation. CIA operational centers embedded within or alongside these bases conduct intelligence, surveillance, rendition, and lethal activities beyond effective Arab oversight. A state that cannot control who bears arms on its soil, who conducts intelligence operations, or who decides when foreign forces depart has, by definition, surrendered the exclusivity of authority required by Montevideo. It is no longer exercising the functions of a state “to the exclusion of any other State.” It has become, in legal terms, a semi-sovereign protectorate, leased territory, or a modern vassal in all but name. Arab states hosting permanent U.S. military bases have voluntarily (or under duress) forsaken the fourth Montevideo criterion. They therefore fail the legal definition of fully sovereign states and cannot invoke the full protections of sovereign equality (UN Charter Art. 2(1)) or non-intervention (Art. 2(7)) against the very power whose bases and intelligence apparatus they host. The Arab world must confront this stark legal reality: symbols of statehood such as flags, UN membership, and national anthems confer no genuine sovereignty when the fundamental attributes of independence have been surrendered — least of all the standing to object when Iran exercises its inherent right of self-defense against American aggression emanating from bases on Arab soil.

Although the Fuel Pass platform currently shows the quota expiry date as Wednesday (18th March), the actual quota reset will take place on Saturday (21st March). So there’s a mismatch between what’s displayed and what’s operational. I’m told this display issue (bug) will be corrected by the end of the day ⬇️

As the day comes to an end, many citizens are still unable to proceed with new vehicle registrations. It appears the DMV API is still experiencing some teething problems. Hopefully these issues will be ironed out by tonight or early tomorrow morning. We are also yet to see how data discrepancy issues within DMV records will be handled and corrected for citizens for example, situations such as an incorrectly entered chassis number. The Government Information Center (GIC) hotline will need to be better prepared to handle these types of queries. Let’s hope tomorrow brings a smoother start than today. ⛽️ 📱🧑🏾‍💻

There does appear to be a flagged issue with new vehicle registrations, most likely linked to constraints with the RMV data. For those understandably frustrated, the only practical advice for now is to keep trying; after several attempts, most users are eventually able to get through. Technical teams are actively working on a fix as we speak, so hopefully a more permanent resolution will follow soon.

Sri Lanka just took a hit far bigger than most people realise. During 1983–2009, the war damaged only two provinces. After 2009, we rebuilt, expanded the road network, and moved forward—until the economic crisis stalled progress. Funds were allocated for 2025, with hopes that 2026 would finally restart national development. Then Ditwah arrived. In just 3 days, decades of infrastructure were wiped out across every province. Lives lost, wealth erased, and the country’s road network shattered. This isn’t a setback — it’s a full reset. Sri Lanka now has to rebuild what was lost and rewrite every pre-Ditwah development plan. The scale of reconstruction ahead is unprecedented.

This happens at the departure gate (not at check-in counters) at the BIA. These officials from the SLBFE hassle and check every local’s passport to verify if they are traveling for business/holiday or a migrant worker/settler. If a local is traveling for business/holiday they are asked to produce a return ticket to the official. If it’s a migrant worker, they must show the SLBFE registration or pay the fee and obtain registration at the counter at BIA. These officials are always very rude, especially to women whom they suspect are traveling to seek employment overseas (without a work visa). The SLBFE has no legal authority to check the passports of locals at departure gates like this and hassle them. They certainly don’t have the authority to stop anyone from traveling overseas. Only the Department of Immigration and Emigration at the airport's immigration counters are legally authorised to check passports and allow travel.
