But at what point does the plane start to move forward?
Yes the turbines will generate thrust, but lift is required by air flowing under the wings.
If the engine thrust is countered by the conveyor, and air speed under the wings remains constant, then thrust from the engines will never generate enough airspeed to create the lift needed for the wheels to hold less weight.
