This designation (from Trump's Sept 2025 EO) lets the US impose sanctions, export controls, travel bans for Americans, and other restrictions on Afghanistan/Taliban to counter "hostage diplomacy." Goal: force release of detainees like Dennis Coyle & Mahmood Habibi + deter future wrongful detentions. It's the 2nd after Iran; no military action, but ramps up economic/diplomatic pressure.

Today, I am designating Afghanistan as a State Sponsor of Wrongful Detention. The Taliban continue to use terrorist tactics to seek policy concessions, but it won’t work under this administration. The Taliban must release Dennis Coyle, Mahmood Habibi, and all Americans unjustly detained in Afghanistan.
