There is a dangerous pattern in our politics that we must confront honestly. Recent statements by the SLPP Chairman suggesting that the APC should be “killed” or made not to exist are deeply troubling. Such rhetoric has no place in a democratic society. Political parties are not enemies to be destroyed, they are representatives of the people, protected by the very principles of democracy. History offers us a clear lesson. In the 1960s, Sir Albert Margai used state power in attempts to suppress the APC, through intimidation, restrictions on opposition activity, and even moves toward a one party state. Yet, despite those efforts, the APC did not die. Instead, it grew stronger, more resilient, and ultimately gained the confidence of the people. The lesson is simple, you cannot eliminate an idea whose time has come. You cannot silence a people determined to be heard. Today, rather than repeating the mistakes of the past, we should be strengthening democratic tolerance, respecting political diversity, and allowing the will of the people, not threats or intimidation, to decide the future. *NATIONAL SECURITY OR COMMERCIAL GAIN? RE-EXAMINING THE PROPOSED SALE OF JUBA BARRACKS* By Hon. Abdul Kargbo Minority Leader Parliament of Sierra Leone Juba Barracks was strategically established along the western coastline of Freetown because of its military importance. The Juba–Lumley axis sits directly on the Atlantic, providing a vantage point over key maritime routes and reinforcing coastal defense capacity. Its seaside location enables effective monitoring of maritime activity and supports timely operational response when necessary. The decision to locate the barracks there was driven by national security and logistical considerations, not by aesthetics or commercial interest. Over time, the surrounding area has developed into what is now regarded as prime residential property. As a result, the same sea-facing location that once served a purely strategic purpose is increasingly viewed for its commercial value. This shift in perspective raises legitimate policy questions. National defense infrastructure should be assessed primarily on the basis of long-term security needs, not short-term considerations. One justification advanced for the proposed sale is that the barracks is not in a condition befitting modern military standards. If that is the case, the appropriate policy response should be structured upgrading and modernization rather than disposal. A strategically located military facility should be improved where necessary to meet acceptable standards. I was born and raised in Lungi Garrison Barracks, and it is clear that Lungi Barracks is in a far more dilapidated condition, with unreliable water supply, inadequate sanitation facilities, and aging infrastructure. In some instances, two officers share a single apartment. These realities point to a broader national need for systematic improvement across military installations. The public has also been presented with architectural drawings of a proposed new military facility in Masiaka, including a stadium and modern structures. While long-term planning is welcome, experience has shown that attractive renderings do not always translate into completed projects. There have been previous publicized drawings of the Lungi Bridge and an international conference center in Lungi that have yet to materialize. It is therefore reasonable to question how a new military facility with stadium would be prioritized when the rehabilitation of the national stadium has taken years, resulting in the national team playing home matches in Liberia. Sound policy requires realistic planning, fiscal discipline, and measurable delivery. Going forward, a balanced and transparent national approach is required. Strengthening and modernizing military infrastructure across the country, including Juba, Lungi and other Barracks across the country, should be pursued through sustainable investment and clear accountability. Decisions concerning strategic facilities must prioritize long-term security, community stability, and responsible management of national assets.

After it became clear that the initial BOT with SUMA did not expressly provide for staff severance, SUMA went back and secured an 8-year extension of the contract, with the promise that this would ensure staff benefits were fully paid. Yet, years later, those hardworking staff have still not received their entitlements. Instead of justice, those who dared to speak publicly about their plight were relieved of their duties. This is not only a betrayal of trust but also a gross act of injustice. Workers who gave their service deserve their severance, not silence and punishment. Accountability must prevail and those responsible must be held to their word.

I deeply admire her courage, determination, and unwavering zeal for education. Despite the humiliation she has recently faced, I have encouraged her not to let this experience demotivate or define her. Instead, I’ve reminded her that setbacks are often the stepping stones to greater achievements. She remains a shining example of resilience and purpose. I want to take this opportunity to speak directly to older individuals who may feel hesitant or discouraged about returning to school, or pursuing further education. Age should never be a barrier to personal growth, or the fulfillment of one’s dreams. Learning is a lifelong journey, and it is never too late to equip yourself with the knowledge and skills that can open new doors and transform your life. To those who wish to better themselves, to those who still carry the fire of ambition within them, go forward with confidence. Whether you are 40, 50, or even 70, your dreams are still valid. The classroom has no age limit, and your desire to grow should be celebrated, not ridiculed. Pursue your goals with pride, knowing that every step you take is a victory over doubt and fear. Let us create a society that uplifts and encourages people of all ages to pursue their aspirations, especially in the realm of education. The recent suspension of the Youth Envoy for allegedly defrauding Sierra Leoneans with fake travel opportunities, as well as the recall of the Sierra Leonean Ambassador to Guinea, are steps that demonstrate action, but they are far from sufficient in tackling the deep-seated issues of corruption and accountability in our country. These measures, while necessary, do not go far enough in restoring public trust or ensuring that such fraudulent activities do not happen again. Corruption in Sierra Leone has long been a critical challenge, eroding trust in public institutions, hindering economic development, and staining our country’s reputation on the international stage. The alleged misconduct of the Youth Envoy is particularly troubling because it not only betrays the aspirations of young Sierra Leoneans seeking legitimate opportunities but also reinforces the perception that government officials can exploit their positions for personal gain with minimal consequences. Simply suspending the official in question does not send a strong enough message to deter others who may be engaged in similar schemes. If the government is truly committed to fighting corruption, there should be a thorough and transparent investigation, with legal consequences for anyone found guilty. Without real accountability, suspensions and dismissals will remain empty gestures rather than effective deterrents. Similarly, recalling the Sierra Leonean Ambassador to Guinea does little to repair the damage done to our nation’s reputation. Diplomatic representatives are meant to uphold the integrity of the country they serve, and any action that compromises that integrity should be met with serious consequences. Recalling an ambassador may be a necessary first step, but it does not clarify whether wrongdoing occurred, nor does it ensure that similar incidents will be prevented in the future. The government must communicate clearly to the public about the reasons for the recall, ensure that proper investigations are conducted, and implement measures to prevent misconduct within our diplomatic corps. The Anti-Corruption Commission (ACC) of Sierra Leone should not need reminders to do its job effectively. Its mandate is clear: to investigate, prevent, and prosecute corrupt activities regardless of political affiliation. However, there has been a troubling pattern in which the ACC appears to act more aggressively against opposition figures while showing leniency toward those within the ruling establishment. This selective application of justice only serves to deepen public skepticism about the commission’s integrity and effectiveness.

I have just listened to the Chief Minister's interview on AYV, where he referred to leaders of the opposition as "unprogressive" for criticing the government's policies. That statement is reckles and irresponsible. However, one outstanding quality of a good leader is how he handles criticism. When you receive constructive feedback or criticism, listen carefully and respectfully. Don't interrupt, argue, or justify yourself. Try to understand the perspective and intention of the giver, and ask questions if you need clarification. Thank them for their input and acknowledge their points. This was how APC handled critisisms to the extent that inflation never went up to 54% under our watch. The cost of a bag of rice only moved from Le 60 to Le 200 in 10 years. All salaries were paid before Christmas. Minimum wage afforded our citizens three bags of rice. Finally, the Chief Minister doesn't need to look too far for alternative policies from the opposition. Please find yourself parliamentary handsards. They contained several alternatives to government policies from the opposition. Have a nice day.

It is sacrilegious to present an unauthentic receipt in the name of the first office. The APC Parliamentary Group stands resolute: we will not support any attempt to undermine the independence of our Auditor-General. Sierra Leone’s accountability institutions are pillars of democracy, and we’re committed to safeguarding them. Transparency must prevail. owing to the composition of this 6th Parliament, it is evident that two-thirds majority of all members of parliament that is needed to vote in favour of the removal of the Auditor General as provided for in section 137 [7] [b], of the Constitution of Sierra Leone, cannot be achieved without the support of the opposition. Therefore, in the best interest of accountability and transparency, which the Audit Service has stood for over the years, we advise that His Excellency the President reconsiders the recommendations in the tribunal report relating to the removal of the Auditor General and her deputy. It is hoped that His Excellency will heed our advice in the interest of strengthening the tenets of transparency and accountability in our country.

I was humbled and honored to receive the 2024 German Africa Award from Bärbel Bas, President of the Bundestag, Germany's Parliament, during an uplifting and beautiful ceremony in Berlin this evening. The German Africa Foundation has since 1993, annually honored one individual from Africa who is considered to have made exceptional contributions to democracy, peace, human rights, sustainable development, research, arts, culture, or societal progress on the continent. The selection of the award winner is done by an independent panel of 20 members and over two dozen candidates were considered for the 2024 award. I was awarded in recognition of my efforts towards sustainable urban development, exemplified by interventions such as the digitization of property rates, the planting and growing of 1m trees, the establishment of Freetown’s first wastewater treatment plant with circular economy benefits and an inclusive community engagement approach to governance . As the 2024 German Africa Award winner, I yesterday met with Svenja Schulze, the German Federal Minister for Economic Cooperation and Development, Katja Kaul, Minister of State for the German Federal Foreign Office, the Parliamentary Committee on Economic Cooperation and Development as well as representatives of German business associations. Accompanied by Cllr Zainab Conteh, we had very productive and engaging discussions which covered the challenges of rapid urbanization, climate adaptation, the recently conducted feasibility studies for the Freetown Cable Car and job creation opportunities. I am excited about taking forward these conversations in order to harness additional support for our Transform Freetown - Transforming Lives Development Agenda! I dedicate the 2024 German Africa Award to my teams, to our partners and to the residents of Freetown.
