@PMOIndia himself celebrated the 128th #Constitutional Amendment that passed #NariShakthiVandanAdhiniyam unanimously by all MPs of the #LokSabha on 20.9.2023 👇 No further evidence required. It is disgusting to see political leaders and media insulting the intelligence of Indians, trying to mislead them with patently false information. It is time to implement #NSVA without further delay. Every third #LokSabha Seat - taking the State as the unit, with due reference to those reserved for SC/ST communities - must be earmarked for women. This does not require census or delimitation. This is a simple desk exercise similar to what is being done for local governments for more than 35 years....

There was a definitive reason for the earlier Govts to freeze the seats at 543. They realised that South India had a bad deal from the inception. To keep the federal structure intact and to help a general feeling of nationalism that move was crucial. Now to lift the ban on the cap of 543 and to say 50% would be added to all states calling it equal justice is insulting to our intelligence. Handing out 50% on a bad deal is no charity. The coming delimitation process will seriously test the nation's foundations. Any misadventure by the North rulers will have serious consequences. South India should arm itself with a pan area, non political organization to be prepared to fight this in the future.

Now that the 131st Amendment Bill failed, allocation of Lok Sabha seats will be based on 2026 census data. As per current estimates, seven States will likely lose 35 seats: AP (-5), Telangana (-3), TN (-10), Karnataka (-2), Kerala (-7), Odisha (-4), and WB (-4). Four States will likely gain 34 seats: UP (+12), Bihar (+10), MP (+5), and Rajasthan (+7). BJP is widely believed to be the potential beneficiary of redistribution of seats to States based on 2026 population. In a stunning act of self-denial, the NDA government came forward to freeze the current share of States based on the 1971 census data. There could be many reasons for BJP committing to such a freeze - putting the nation above the party, paving the way for expanding their footprint in the South, or avoiding a divisive issue when the nation has to focus on growth and prosperity in the face of global challenges. Whatever be the motivation of BJP, the seven States that lost share of population are offered an unexpected gift. You don't look a gift horse in the mouth! Surprisingly, the parties which have great stakes in the South and East have scored a spectacular self goal. This is a classic case of cutting the nose to spite the face. In 2001, as the freeze in seats was expiring, I was deeply involved in persuading the then Vajpayee government to continue the freeze in the number of seats allocated to States for another 25 years. An unwieldy coalition and the economic challenge posed by external sanctions after the Pokharan explosion demanded national unity, and the parties responded with the 84th Amendment. Now again a priceless opportunity arose, and the Opposition squandered it without any strategic thinking. If political animosity makes you oblivious of your own interest, or larger interests of fostering unity and focusing on growth and harmony, it is a sign of dysfunctional politics. I appeal to all parties to come together and find a harmonious solution to the thorny problem of seats allocation in the face of demographic imbalances. National unity and our quest for opportunity and prosperity for all demand a fair and swift resolution. In the long run migration will resolve the imbalances. Already millions of migrant workers are building and sustaining the economies of several States in the South, West and North. That is why, despite low fertility rate, Maharashtra's share of the population is increasing. In the US, dramatic internal migration changed the demography and representation over the years. People move freely to States where there is growth and jobs are created. In a century, Florida increased its representation in the US Congress from 4 to 28, California from 11 to 52, Texas from 18 to 38, and Washington from 5 to 10. Owing to outward migration, New York lost seats, from 43 to 26, Pennsylvania from 36 to 17, Illinois from 27 to 17, Ohio from 22 to 15, and Missouri from 16 to 8. We should make it easy for people to migrate to other States and recognize and respect their constitutional rights everywhere and make their life easier and safe. That will resolve our demographic challenges. Most states reached low fertility levels, and Bihar, UP, MP, Rajasthan and Jharkhand too are going to reach there in a few years. We need a reasoned and pragmatic approach to grow together and become strong. Let us persuade parties to shed inflammatory and divisive rhetoric and focus on quality education and skills and opportunities for all.

Now that the dubious Delimitation Bill has been defeated, here is what South Indian states should demand: 1. Any increase or decrease in the number of representatives in Parliament should be based on 1971 census as far as States are concerned. 2. If Union Government wants to increase the total strength by 50% to accommodate women representation, then a proportionate 50% increase should be done for each state, still sticking to 1971 census numbers. Now, the essential question that is posed is: 1. Shouldn't constituencies fairly represent the number of people? That means, shouldn't constituencies be roughly of same size in population? The answer is NO. While people are definitely a criteria, states based on regional identities are also an equally important criteria. India is both a Union of people and Union of States. Like how today the Northeast has constituencies that are smaller in population, which means they have more MPs per same set of people compared to rest of India, South India as a bloc of regions can have constituencies smaller in population. Just because a State has decreased its population it should not result in decrease in proportionate representation. And correspondingly a State that has increased its population should not result in increase in proportionate representation. With the espoused logic of BJP, we will end up incentivizing States to keep increasing their population without focusing on development in HDI, and penalizing States for reducing their population. A fair representation of States is equally important while taking into consideration fair representation of people. Any change in size of constituencies can be made within each state, but proportionate representation of each State needs to be maintained as per 1971 census. In this case, we can agree for another 30 years.

In 2014, the NDA had 336 seats…in 2019, it rose to 353…. A constitutional amendment requires 362 in the Lok Sabha which means they were almost there when they had the numbers….they knw they could’ve managed it well … So just wondering why wasnt the Women’s Reservation Bill with the same Delimitation Bill be brought then so that 2024 could’ve been that historical election for women ? Now when they knw they don’t have the numbers why this attempt to play it out this way ? Is it to only cry foul , blame the opposition , play the martyr and fool the women ?

Jagan never wrong ☝🏻 2001 నాటి 84వ రాజ్యాంగ సవరణ చట్టం, 1971 జనాభా లెక్కల ఆధారంగా లోక్‌సభ మరియు రాష్ట్ర శాసనసభలలో ఉన్న మొత్తం సీట్ల సంఖ్యపై స్తంభనను 2026సంవత్సరం తర్వాత జరిగే మొదటి జనాభా లెక్కల వరకు పొడిగించింది. 2021లో జరగాల్సి ఉన్న జనాభా లెక్కల ప్రక్రియ, కోవిడ్-19 మహమ్మారి వ్యాప్తి కారణంగా వాయిదా పడింది. జనాభా లెక్కల ప్రక్రియ 2026 నాటికి పూర్తయ్యే అవకాశం ఉంది. 2026లో జనాభా లెక్కల ప్రక్రియ ముగిసిన వెంటనే నియోజకవర్గాల పునర్విభజన ప్రక్రియ అనివార్యంగా ప్రారంభమవుతుంది. ఇది 2001 నాటి 84వ రాజ్యాంగ సవరణ చట్టం ద్వారా తెలుస్తుంది. ఇక 1971 నుండి 2011 మధ్య గల 40 ఏళ్ల కాలంలో, దేశ జనాభాలో దక్షిణ భారత రాష్ట్రాల వాటా తగ్గింది. 1971లో ఉన్న 24.80% నుండి 2011లో 20.88% కి పడిపోయింది అయితే ఇది 2026 లెక్కలు తీస్తే ఇంకా పడిపొయి ఉండచు అనేది ఒక అంచన. దక్షిణ భారత రాష్ట్రాలు చూపిన చిత్తశుద్ధి ఫలితంగానే ఈ వాటా తగ్గుదల సంభవించింది అనేది నిర్వివాదాంశం. ఇక భారత రాజ్యాంగంలోని ఆర్టికల్ 81(2)(ఏ) ప్రకారం, లోక్‌సభలో రాష్ట్రాలకు సీట్ల కేటాయింపు జనాభా నిష్పత్తి ఆధారంగా జరుగుతుంది. దీని ప్రకారం, ప్రతి రాష్ట్ర జనాభాకు మరియు దానికి కేటాయించిన సీట్ల సంఖ్యకు మధ్య ఉన్న నిష్పత్తి, ఆచరణ సాధ్యమైనంతవరకు, దేశంలోని అన్ని రాష్ట్రాలకు ఒకేలా ఉండాలి. దీనిబట్టి చూస్తే రాజ్యాంగ నిబంధనల ప్రకారం, 2026లో జనాభా లెక్కల ప్రక్రియ ముగిసిన వెంటనే నియోజకవర్గాల పునర్విభజన ప్రక్రియ ప్రారంభం అయితే అనివార్యంగా మనకి 20.88% కన్నా తక్కువ జనాబా కలిగి ఇంకా సీట్లు తగ్గే అవకాశం లేదా? కాంగ్రెస్ ‍నాయకులు మహిళా రిజర్వేషన్ల బిల్లులో 50శాతం సీట్లు పెంచే విషయాన్ని రాతపూర్వంగా బిల్లులో రాసి తీసుకుని వస్తే బీజేపీ మద్దతిస్తుందా అని ప్రశ్నించారు? దీనికి అమిత్‌ షా ఘాటుగా స్పందించారు. మహిళలకు 50 శాతం రిజర్వేషన్ల కోసం ప్రస్తుతమున్న బిల్లును కేవలం గంటలోపే మార్చి తిరిగి ప్రవేశపెడతామని కాంగ్రెస్‌ మద్దతిస్తుందా అని ప్రశ్నించారు. అదే విధంగా 50 శాతం సీట్ల పెంపును బిల్లులో పెట్టేందుకు సిద్దమని ఆ కాఫీని ప్రతి ఎంపీకి అందజేస్తామని తెలిపారు. కానీ కాంగ్రెస్ ముందుకు రాలేదు. అయితే ఇప్పుడు జరిగే నష్టం కన్నా 2026 జనాభా లెక్కలు తరువాత జరిగే నష్టం మరింత ఎక్కువ అనేది కనిపిస్తుంది. రాజ్యాంగం ఆర్టికల్ 81(2)(ఏ) ను మారిస్తే కానీ సౌత్ కి మేలు జరిగే పరిస్థిరి కనిపించడంలేదు. ఇదే జగన్ గారు నుండి వస్తున్న ప్రశ్న . ఇప్పుడు నష్టపోవడం కొద్దిగే అయితే భవిష్యత్తులో నష్ట పోయేది మరింత ఎక్కువ అనేది వస్తవం కాదా ?

Opposing parties should seriously question themselves; what have they achieved ? While the reality is that the numbers would come down for the south and women reservation bill has been postponed ! Justice is rendered neither to the south nor the women! If 2026 census were to come the situation would be worse off for the south, further penalised for being disciplined in the matters of family planning.
