In any normal country, Parliament would demand that the President’s office account for the very public role of a private citizen in official engagements. Bishop Mutendi’s claim collapses under the Constitution. Parliament can impeach a President (Section 97) because the explicitly grants that power. But nowhere does it grant Parliament authority to “vote in” a President. Removal ≠ Appointment. In law, “if” only applies where power exists. No provision = no power. You cannot manufacture authority through analogy. That’s not constitutionalism, that’s fiction. Zimbabwe’s President derives legitimacy from the people, not Parliament or Bishop Mutendi. Anything else is a dangerous distortion of the law.
