Big problem is that the reason Rhaenyra can't fight and the reason Rhaena hasn't claimed a dragon until now both stem from the motivations of their book counterparts: they weren't interested. Rhaenyra had other hobbies, and Rhaena wanted a pretty pink hatchling.
