Interesting, but not a compelling read. Blames SA inequality on the legacy of Apartheid (31 yrs later) and the economy being "concentrated in the hands of the minority".
Why be afraid to call out BBBEEE as a dismal failure ?
The limitations, critiques, and reasons it hasn’t shifted most of the economy :
While B-BBEE has had some impact, most assessments suggest it has not succeeded in shifting a significant share of the South African economy to the broad majority of black South Africans. Some key issues:
1. Elite capture / concentration of benefits
Much of the benefit has accrued to a relatively small group of politically connected individuals and established black business elites, rather than to the poorest or more marginalized segments. Critics frequently point out that many BEE deals benefit those already relatively well off.
2. Barriers to entry remain high
Even with B-BBEE incentives, new entrants (especially small black entrepreneurs) face hurdles: access to capital, networks, skills, regulatory compliance costs, competition, and entry into value chains are still major impediments. Many sectors remain difficult to penetrate.
3. Limited depth of transformation
Ownership changes at the top do not always translate into changes down the chain (e.g. in labour, subcontracting, supplier networks, rural inclusion). In many cases the underlying structure and power relations remain largely the same.
4. Cost and distortions, possible adverse effects
Some argue B-BBEE imposes compliance costs, discourages investment, and may lead to inefficiency or “fronting” (manipulation of compliance). The Economist recently argued that many South Africans view BEE as outdated and that it may reduce economic growth.
5. Insufficient scale relative to inequality
South Africa remains one of the most unequal countries in the world. The scale of inequality and exclusion is massive, and B-BBEE in many respects has not been powerful enough to overcome structural economic, educational, and geographic inequities.
6. Mixed public opinion / legitimacy issues
Surveys and commentary show ambivalence or growing skepticism about BEE’s efficacy, especially when many people feel that it benefits the few, or that procurement should prioritize competence over identity.
