There is at least two different cost of electrical costs: Miners at source all in costs sub 40k and miners sitting On the grid, 85000 plus. Without power at source, in front of the meter miners will not compete. Mining is not scalable on the grid after 5 players take their cut! The delta between source energy and on the grid is too large not enough to get arbitraged constantly stressing high cost miners.
