I don’t think you should be allowed to do this. Those people who did buy tickets now get screwed out of a show because the artist wouldn’t have made enough money. You book a venue, you play the venue.

Kid Cudi recently canceled an Alabama show and, refreshingly, admitted the reason was low ticket sales. The bigger story here, IMO, is the lack of venue options for artists in non-major markets. Birmingham only has three (!) mid-size venues. Makes show booking very challenging.
