He has 28 days left to have all troops withdrawn from the Persian Gulf. Congress has not declared war and has not granted him any extension for military operations in the region. Under the War Powers Act, he has to cease hostilities and withdraw US after 60 days. 60 days has passed, and he has 30 days to withdraw US forces completely. The last thing he should be worried about is Italy and Spain.
