A serving soldier of the Border Security Force died in the custody of the Narcotics Control Bureau in Jammu. The impunity of the NCB is laid bare through its documentation of the days in which Jaswinder was in custody. @jatinder_tur accessed copies of nine medical reports that were produced at regular intervals during Jaswinder’s incarceration, the first of which was dated 4 March. In each report, a medical officer at the government hospital in Jammu’s Gandhi Nagar stated that Jaswinder was physically fit, with no signs of external injuries. he postmortem report found that 34 blunt force injuries had been inflicted on him. When the family finally saw Jaswinder in the mortuary of the civil hospital in Amritsar, they found his body riddled with bruises and welts. 35-year-old Jaswinder Singh, a serving soldier of the Border Security Force died in the custody of the Narcotics Control Bureau in Jammu. He was examined for the last time around 12.15 pm on 18 March, according to that day’s medical report. “Accused is physically fit after clinical examination in my opinion,” the doctor wrote, after checking his blood pressure, pulse and oxygen levels. He further noted that Jaswinder had been “conscious, cooperative well oriented.” A few hours later, Madan Lal, the third additional sessions judge in Jammu, recorded that Jaswinder had been physically produced at 2.10 pm and remanded him to the custody of the NCB until 23 March. The postmortem report, however, noted that the bulk of the injuries were inflicted on Jaswinder between two- and four-days prior, which suggests that they were inflicted either just before or just after his last medical examination, and after being produced in front of a judge on 18 March. The report also noted that nine injuries were eighteen to twenty-four hours old. The latter included a “V shaped bruise of size 7.1 x 1.6 cm” on the chest, an injury to the head resulting in a haemorrhage and a bruise below the right eye. With reference to the ED raids and arrest of Punjab Minister Sanjeev Arora, his company, Hampton Sky Realty Limited, says in a press statement, "... Nothing has been retained offshore, kept in any concealed account, or routed back to any individual or entity. The receipt-and-payment trail is open, banking channel, and fully reconciled. This factual position alone disposes of any allegation of ‘round-tripping’ or ‘bogus exports’... There is no current loss to the Government exchequer on account of the Company’s transactions... The Company has complete faith in the established facts of the case, in the integrity of its statutory records, and in the wisdom of the Judiciary."

He asked the family to come to Amritsar. “I thought he was lying so that they can harass us more. Perhaps it was a trap to call us,” Lovejeet said. She pressed further—there were many hospitals in Jammu, she said, so why take him to Amritsar just because his blood pressure fell? “He kept saying that I should come and then cut the call.” When the family finally saw Jaswinder in the mortuary of the civil hospital in Amritsar, they found his body riddled with bruises and welts. Jaswinder Singh was posted in Tripura with the 42 Battalion of the Border Security Force. On 3 March, he was picked up by the Narcotics Control Bureau. What followed was a seventeen-day ordeal that ended in his death. Jaswinder’s arrest and death have raised several disturbing questions. Pupinder alleged that his brother’s killing was an act of vendetta. His claim finds some support in the fact that, according to the injuries listed in the postmortem, the most intense injuries were sustained on or after the day Pupinder walked out of prison. In the days that followed, the family sat in protest, demanding justice for Jaswinder’s killing. They had even refused to cremate him until the government took action. Sarabjit Singh Verka, an advocate who works with the Punjab Human Rights Organisation and is representing the family in the case, told me that an FIR with charges of kidnapping, rioting and wrongful restraint was registered on 22 March at Miran Sahib police station, after senior police, district and administrative officials intervened. A well-built man, over six feet tall, 35-year-old Jaswinder Singh was posted in Tripura with the 42 Battalion of the Border Security Force. On 3 March, he was on leave at home—in the border village of Diwangarh, around forty kilometres south-west of Jammu—when the Narcotics Control Bureau, an agency that comes under the union home ministry, picked him up. What followed was a seventeen-day ordeal that ended in his death. Jaswinder’s family had no access to him during this time, other than a four-minute distress call that he was able to make from the NCB office in Jammu, ten days after he was detained. His wife, Lovejeet Kour, told me that he begged for help on this call, saying that he was facing unbearable torture at the hands of the narcotics officials. “My biggest fear used to be his safety on the border in Tripura, far from home. The death of 35-year-old Border Security Force soldier Jaswinder Singh in the custody of the Narcotics Control Bureau in Jammu raises serious and disturbing questions. What makes this even more concerning is that he had been declared medically fit in nine separate reports , the last one issued just 48 hours before his death. The medical officer clearly stated that he was “physically fit,” “conscious,” “cooperative,” and “well oriented.”
