Sounds like a corporate management issue.
Those ships are owned by corporations. The management should get those crews and ships and cargo headed towards safety. It should be obvious that the strait will be closed for weeks and that the ports in that region are over capacity.

A ship called the local port authority requested permission to dock as they had run out of water. They were denied permission!
