Per the video, the drones were flying from the north over Langley then over Norfolk (15 km away), and then looping back around to Langley - too much range for hobbyist quadcopters, although some commercially available professional drones could perhaps do it.

You can see where the no-drone zones are around Langley and Norfolk. They’re not much larger than the actual bases. An “incursion” would presumably be within these zones.
