It feels to be explicitly working in the opposite way of the positive intention. I hear horror stories about veterans with very legitimate disabling wounds barely being able to get anything, yet at the same time with a little effort anyone who stayed stateside for their entire length of service can get rated to receive thousands per month. Part of my theory is that people who went over and received serious injuries in the service of the nation are perhaps of a type that is higher in self-reliance, pride, and love of country, and therefore feel an aversion towards going through the legal channels necessary to build a case for their deserved disability benefits. Meanwhile many who aren't particularly deserving are perfectly willing to go through those channels to build a fraudulent case.
