Mark Rutte has a problem. Actually, he has several problems, but the main one is this: he keeps telling Donald Trump that Europe will “come together” on the Iran war, while Europe is busy running in the opposite direction. The NATO Secretary-General went on CBS last Sunday and said, with a straight face, that allies just needed “a couple of weeks” to rally behind Trump’s demand to send warships to the Strait of Hormuz. He also refused to push back when Trump called the entire alliance a “paper tiger” made up of “cowards.”  Not a flinch. Not a flicker. This is, after all, the man who referred to the 79-year-old American president as “daddy” at a NATO summit. He told CBS that Trump is doing this “to make the whole world safe.”  Right. Sure he is. The trouble is, the countries Rutte keeps volunteering for duty have other ideas. Germany, Spain, Italy, Estonia, the United Kingdom, Australia, South Korea and Japan all rejected Trump’s request the day after he made it.  The European Union, as an institution, rejected it as a body. Kaja Kallas, the EU’s foreign policy chief, surveyed the room in Brussels and reported back that there was “no appetite” for military involvement. “Nobody wants to go actively in this war,” she said.  That is what diplomatic language sounds like when it means “absolutely not.” Germany was blunter. A government spokesperson stated plainly that as long as the war continues, there will be no German participation “not even in any effort to keep the Strait of Hormuz open by military means.”  Greece said the same. Italy said the same. The Australians pointed out they hadn’t even been formally asked, and ruled it out anyway, just to be thorough. One European diplomat told the Financial Times that Rutte’s insistence has placed the continent “in an extremely awkward and uncomfortable position.”  Which is a polite way of saying that the NATO Secretary-General is committing other people’s armies to a war they didn’t start, weren’t warned about, and don’t want to fight. Critics argue Rutte has gone well beyond his remit by openly endorsing a war that has nothing to do with Europe’s collective defense.  Rutte’s position, stripped of the diplomatic softening, is this: he is asking Europe to accept the consequences of a decision it had no part in making, dress that acceptance up as solidarity, and send it to Washington gift-wrapped.
