While Kerala is reeling under a severe power crisis, the secret agenda of the Chief Minister and the Industries Minister has been exposed by the order to halt the takeover of the Carborundum Maniayar Hydroelectric Project, despite its BOT (Build-Operate-Transfer) period having expired.
As per an earlier government order, the Kerala State Electricity Board (KSEB) was set to take over the plant. However, in today’s cabinet meeting, the Chief Minister—at the request of the Industries Minister—directed the Chief Secretary to suspend the proceedings. It is evident that there is massive corruption behind blocking KSEB's move to take over the station.
Key Points of the Controversy:
• Contract Expiry: Carborundum Universal's BOT contract for the Maniyar Hydroelectric Project ended on December 31, 2024.
• Revenue Loss: Instead of transferring ownership to KSEB, the government allowed Carborundum to produce and sell electricity for an additional 14 months, resulting in a loss of ₹54 crore to the Board.
• Illegal Possession: For the past 14 months, despite the contract ending, the company has held the project illegally, producing power on a large scale and selling it to private companies at exorbitant rates.
• Market Freedom: Once the contract with KSEB expired, Carborundum gained the freedom to sell the electricity produced there to anyone they chose.
• Profit Margins: While the production cost is less than 40 paise per unit, the company has been reaping huge profits by selling it for ₹10 to ₹14 per unit.
• KSEB's Struggle: During this same period, KSEB has been purchasing electricity from outside sources at high prices to meet the state's demand.
Project Capacity
The project has an installed capacity of 12 MW. Simply put, this plant can produce 12,000 units of electricity per hour. Had it been under KSEB's control, the state would have benefited from power produced at a mere 40 paise.
Though the government issued an order to reclaim the project after the matter became controversial, KSEB has yet to take control. Today, just as the takeover was finalized, Chief Minister Pinarayi Vijayan intervened—reportedly at the insistence of Industries Minister P. Rajeeve—and directed the Chief Secretary to halt all further proceedings.
