What is the protocol regarding big policies which don't appear in manifestos and how can parties justify them? I understand that wars, pandemics etc can't be predicted.

@RoryStewartUK @RestIsPolitics A very sad state of affairs. It would, however, be interesting to see a parallel graph, plotting the accessibility of the MRI and CT machines to the general population. I wonder whether Japan and the US might come out so well on such a graph?
