Let me help:
Government hands out money to everyone (increasing debt and, likely, deficit).
All retailers know everyone is getting the same amount, or at least knows what the minimum amount is.
Prices increase to account for the monthly windfall everyone receives.
Voila, inflation.
When everyone has $n, no one has $n. It is the very unknowability of a random customer's purchasing power that keeps prices low-ish (along with competition, which preys on customer's willingness to buy at a given price).
