1/ I just finished a 2.5 week trip through China today, my first visit in about a decade. I was there for family reasons, but it also happened to be my first time in the country as a tech industry observer My amateur travel journal on the China tech market -

🚨Fascinating AI paper alert: @Floridi publishes "Hypersuasion - On AI’s Persuasive Power and How to Deal With It," and it's a must-read for everyone in AI. Quotes: "The relentless nature of AI’s hypersuasion, the magnitude of its scope, its availability, affordability, and degree of efficiency based on machine-generated content accurately tailored to individual users or consumers who spend increasing amounts of their lives onlife (both online and offline) in the infosphere overshadow its precursors, not only in terms of the depth of personalised influence but also for the potential scale of distribution and impact (Burtell and Woodside 2023). AI can and will be used, evermore commonly and successfully, to manipulate people’s views, preferences, choices, inclinations, likes and dislikes, hopes, and fears (...)" - "For the moment, one may be tempted to conclude that AI and, indeed, any persuasive technology is neutral (perhaps with the only exception of the erosion of autonomy, more on this presently). However, as I argued elsewhere (Floridi 2023), this would be a mistake. It is much better to interpret it as double-charged, in tension between evil and good uses. The forces pulling in the wrong direction may be as strong as those pulling in the right. Arguably, if some autonomy is eroded (but see below), this may be to the advantage of the individuals persuaded, their societies, or the environment (...)" - To conclude, AI has introduced a new and potent form of persuasion (hypersuasion). Preventing, minimising, and withstanding the negative impact of hypersuasion requires a comprehensive strategy, at the individual and societal level, that includes the protection of privacy, the development of fair competition among actors, transparent allocation of accountability, and good education and engagement. These and other factors – not highlighted in this article because they are more generally relevant, from responsible design to good social practices – require, as usual, ethical, and legal frameworks, regulatory oversight, implementation, and enforcement(...)."   ➡️Link to the full paper below. ➡️Subscribe to my newsletter (link below) for more updates on AI policy, regulation, and excellent papers.

💻 Despite little in the way of regulation since last November's inaugural #AI Safety Summit in the UK attracted broad publicity, the wheels have been turning. As the Seoul AI summit kicked off yesterday, @frankhersey dug into the global state of play 👇 lnkd.in/etCnBRMA

👩‍💻 Two months after the EU passed the #AI Act, Colorado became the first US state to enact a law building on the EU’s risk-based approach. It probably won’t be the last. 🌍🌎 Read ungated analysis from @Siliconlaw now 👇 lnkd.in/gxm4PMw5

O1 visa hacks for founders — build a startup in the US! Contrary to popular belief, you don’t need a Nobel prize, to raise any money, or to have a co-founder to get an O1 visa. You can be scrappy, a solo founder, and bootstrap. I got my O1 six months ago after being told I didn’t qualify. Since then, I’ve helped dozens of other immigrant founders get theirs. It’s the fastest, most flexible way to live in the US & build a startup with unlimited extensions. Let me show you how 🧵

🚨BREAKING: The @Stanford Institute for Human-Centered AI publishes its Artificial Intelligence Index Report 2024, one of the most authoritative sources for data and insights on AI. Below are its top 10 takeaways: 1. AI beats humans on some tasks, but not on all; 2. Industry continues to dominate frontier AI research; 3. Frontier models get way more expensive; 4. The United States leads China, the EU, and the U.K. as the leading source of top AI models; 5. Robust and standardized evaluations for LLM responsibility are seriously lacking; 6. Generative AI investment skyrockets; 7. The data is in: AI makes workers more productive and leads to higher quality work; 8. Scientific progress accelerates even further, thanks to AI; 9. The number of AI regulations in the United States sharply increases; 10. People across the globe are more cognizant of AI’s potential impact—and more nervous. ➡️Read the @StanfordHAI report below. ➡️For more information on AI policy & regulation, subscribe to my newsletter (link in bio).

This time four years ago, many countries had restricted immigration to prevent the spread of COVID-19. The Asia Pacific region had some of the earliest, strictest, and most prolonged travel measures for much of the pandemic. This devastated cross-border mobility. New report⬇️

It’s over 😢 Council Pres decided to unilaterally cancel the negotiations on the EU Long Term Residence Directive - mainly because one country lobbied heavily against it (merci beaucoup…) After years of working on this law, this is a sad outcome. Statement in committee 👇🏽
