Tehran is under active bombardment at this moment. One must ask a rather pointed question: under what strategic logic would Iran present itself at a negotiating table while its capital absorbs strikes and an American Marine expeditionary force of three thousand personnel closes on the Persian Gulf theatre within days? The conditions on the ground do not produce negotiation. They produce capitulation or escalation and Iran will not choose the former.
