This isn't aimed at long-time American citizens or legal residents who've paid into the system. It's about people who arrive here, quickly get onto government benefits, and then send that taxpayer money overseas to upgrade homes or support family abroad. Hardworking Americans shouldn't be subsidizing foreign property improvements while struggling with their own costs.
