No they couldn't. It's already been tried: After apartheid ended in 1994, South Africa's infrastructure, economy, and key systems steadily eroded despite Europeans having built the country up over decades into Africa's most advanced industrial power. Dutch and British settlers, followed by mining and manufacturing booms, created modern cities, railways, ports, power grids (Eskom once world-class), and institutions that turned a resource-rich frontier into a developed economy by the late 20th century. Post-handover, the ANC's policies of racial quotas (BEE), cadre deployment over merit, corruption, and mismanagement led to chronic loadshedding, collapsing rail and ports, stagnant GDP per capita around $6,000–7,000 (below emerging-market averages), unemployment stuck above 32%, and murder rates near 40–45 per 100,000. While early gains expanded basic services to the black majority, 30+ years of prioritizing patronage over competence reversed much of the inherited progress.
