Power-scaling is relevant to damn near any story with any physical conflict.
Your characters must follow the rules of their story and if you discard them not only does it feel cheap but it makes the world you’ve created feel hollow and inconsistent.
A good writer will have both a solid narrative foundation and power-scaling foundation for why certain characters win their fights.
