It may be hard to believe, but most people simply don't know how to break work down for delivery.
They only break it down for development, so it can be assigned to different people.
This is the root of much dysfunction.

Agile hype is creating a credibility issue. I've just seen a claim to be 'Europe's biggest Agile event' and I know for a fact it isn't (the one is question us a minor, if interesting, peripheral one). Put that is just the catalyst for this tweet, loads of other examples could have been the trigger. Excessive claims for miraculous transformations abound. A little more realism, less snake oil, would greatly improve things
