Everyone is saying the U.S. just caved by letting Nvidia sell H200 chips to China. I think the opposite. This move gives the U.S. more leverage, not less. Start with the hardware gap. The cutting edge today is the Blackwell generation of GPUs. Those systems run roughly 2x to 4x faster than the H200. We keep the faster chips for ourselves and our allies. China gets the older generation. They can compete, but they will always be a step behind. There is also a financial angle that most people are missing. The deal puts a 25% royalty on every H200 sold into China. If Nvidia generates $10 billion in revenue there, the U.S. Treasury collects $2.5 billion. Part of China’s AI budget is now directly funding the United States. Then look at the competitive impact. Chinese companies will buy H200s because they are reliable and available today. That pulls demand away from Huawei at a time when they need scale more than ever. Slower revenue for Huawei means slower progress. The final piece is software. The more H200 systems China buys, the deeper they stay inside the CUDA ecosystem. That reduces the urgency to build a domestic alternative, which keeps the U.S. in control of the foundation they rely on.
