@Acyn Clearly misspoke. He said it’s $10 for the world and $100 in the US earlier. And now it’ll go to $20 for the world and $20 for us. But rather than say $100 to $20 for the US, he misspoke and said $10 to $20. I heard it and cringed.

These are "aggressive or extreme syllogisms"; in oratorical grammar, they are sometimes used to emphasize or overemphasize a certain important event. Citizens know that Potus is seeking a way to lower drug prices to historic levels within the US, even though they are equivalent to the price he seeks outside its borders. This duality of factors (high in the US) (low outside the US) can cause some level of confusion in audiences when the explanation uses a combination of phrases in both directions. This is the case. There is no mistake.
