These are "aggressive or extreme syllogisms"; in oratorical grammar, they are sometimes used to emphasize or overemphasize a certain important event. Citizens know that Potus is seeking a way to lower drug prices to historic levels within the US, even though they are equivalent to the price he seeks outside its borders.
This duality of factors (high in the US) (low outside the US) can cause some level of confusion in audiences when the explanation uses a combination of phrases in both directions.
This is the case. There is no mistake.

Weird that he leaves out things like Trump suggesting that Mark Milley should be put to death or calling for protesters to be beaten. Or Jesse Watters saying climate protesters should be run over.
