San Francisco taxpayers funded 𝟰𝟯,𝟮𝟯𝟵 𝗰𝗶𝘁𝘆 𝗲𝗺𝗽𝗹𝗼𝘆𝗲𝗲 𝘀𝗮𝗹𝗮𝗿𝗶𝗲𝘀 in FY2025, totaling $𝟲.𝟵 𝗯𝗶𝗹𝗹𝗶𝗼𝗻 in compensation. Average comp: $𝟭𝟲𝟬,𝟬𝟭𝟯. Every one of those people needed an apartment, and they outbid taxpayers for it with taxpayers' own money.
𝗧𝗮𝘅𝗽𝗮𝘆𝗲𝗿𝘀 𝗙𝘂𝗻𝗱 𝗛𝗶𝗴𝗵𝗲𝗿 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗗𝗲𝗺𝗮𝗻𝗱
The city added 𝟵,𝟯𝟬𝟬 𝗯𝘂𝗱𝗴𝗲𝘁𝗲𝗱 𝗽𝗼𝘀𝗶𝘁𝗶𝗼𝗻𝘀 between FY2010 and FY2025 (26,731 to 36,067 FTE). Total compensation jumped from $𝟰.𝟳𝗕 to $𝟲.𝟵𝗕 in eight years. That's tens of thousands of high-income renters injected into a housing market, funded by the people they're competing against.

𝗣𝗼𝘀𝗶𝘁𝗶𝗼𝗻𝘀 𝗧𝗵𝗮𝘁 𝗔𝗱𝗱 𝗡𝗼 𝗩𝗮𝗹𝘂𝗲
Some of these employees at least do something. Cops, firefighters, nurses — fine. But entire departments exist where admin headcount balloons while outcomes collapse.
𝗛𝗦𝗛 (𝗛𝗼𝗺𝗲𝗹𝗲𝘀𝘀𝗻𝗲𝘀𝘀 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀) nearly tripled its salary budget from $𝟭𝟮.𝟯𝗠 in FY2019 to $𝟯𝟱.𝟰𝗠 in FY2025. The department employed 254 people at an average comp of $𝟭𝟲𝟵,𝟴𝟬𝟬.
The department head pulled $𝟰𝟯𝟮,𝟰𝟯𝟵. Fifteen "Manager II" positions averaged $𝟮𝟯𝟳,𝟲𝟴𝟯. Homelessness got worse during this hiring spree.
𝗦𝗙𝗠𝗧𝗔 employed 𝟲,𝟰𝟲𝟱 people and spent $𝟲𝟯𝟭𝗠 on salaries in FY2025:
- 𝗠𝗮𝗻𝗮𝗴𝗲𝗿 𝗩𝗜𝗜𝗜, 𝗠𝗧𝗔: 11 people, $𝟯𝟭𝟴𝗞 avg

All competing for housing against the taxpayers who fund them.
𝗨𝗻𝗶𝗼𝗻𝘀 𝗜𝗻𝗱𝘂𝗰𝗲 𝗛𝗼𝘂𝘀𝗶𝗻𝗴 𝗗𝗲𝗺𝗮𝗻𝗱
Public employee unions ensure these positions never get cut. They fund supervisorial campaigns. Those supervisors approve contracts that guarantee raises, block layoffs, and expand headcount. When deficits hit, the city raises taxes or cuts services. It never cuts the admin staff competing with taxpayers for apartments.
Taxpayers are paying people $300K to manage the managers who manage the contractors, and then losing apartments to them.
How do the taxpayers take their city back from the public employee unions?
