Others have had bit parts here and there but seem reluctant. Maybe their owners have one eye on their tax affairs

@HMRCgovuk I bet you’ll pursue them. You’ll find them, ask them for details of individuals in arrangements on the condition that you don’t go after them directly, then leave them alone. How many promoters have you targeted so far HMRC? Do we need to roll out the 1 FOI you responded to?
