@nathaningram @WooCommerce It’s defaulted to geolocation for some time. The company that supplies the databases changed their EULA which caused related a need for that registration process in 3.9. You can skip it if you don’t need geolocation.

So apparently the latest version of @WooCommerce enables Geolocation by default. So when you upgrade, you have to register for a MaxMind key or go to the settings page and turn it off manually. Seems like the more WordPressy thing to do is make the default "no location." 🤔
