PRESS STATEMENT DT-14/4/26 "Workers' Justice Cannot Be Hijacked: BMS Calls for Accountability, Discipline and Industrial Harmony in Manesar and Noida" The recent incidents of labour unrest in the industrial belts of Manesar and Noida are a matter of serious concern. These developments must be viewed with responsibility, balance, and a commitment to long-term industrial harmony. At the outset, it is important to recognise that India's industrial landscape is diverse, and variations in wage structures across states and sectors are a natural outcome of differing economic conditions, cost of living, and productivity levels. Therefore, the idea of a completely uniform wage structure across the country is neither practical nor economically sustainable. However, it is equally important to acknowledge that the current unrest reflects genuine concerns of workers. Issues such as wage disparities within similar industrial clusters, rising cost of living, excessive contractualisation, and lack of effective grievance redressal mechanisms have contributed to dissatisfaction. When these concerns are ignored or delayed, they inevitably manifest in unrest. At the same time, Bharatiya Mazdoor Sangh firmly condemns any irresponsible actions that have contributed to the creation, escalation, or exploitation of this situation. There are clear indications that certain vested interests and external elements have attempted to misguide workers and provoke disruption. Such actions are against the ethos of disciplined trade unionism and cannot be justified under any circumstances. BMS reiterates that workers' legitimate demands must not be hijacked by disruptive forces. Violence, damage to property, and breakdown of industrial discipline ultimately harm workers' own interests and weaken the cause of labour justice. Industry must undertake immediate corrective measures. It is essential to ensure fair wage practices, reduce unjustified dependence on contract labour, and establish transparent and continuous dialogue mechanisms. Industrial relations must be built on trust, not merely compliance. The government must act with balance and firmness. While strict action should be taken against those indulging in violence or instigation, equal seriousness must be shown in addressing violations by industries, including non-compliance with labour laws and denial of rightful benefits. The government must also strengthen tripartite mechanisms to resolve disputes before they reach flashpoints. Bharatiya Mazdoor Sangh calls upon all stakeholders to act responsibly. Industrial peace, workers' dignity, and national economic stability are interconnected. No one should be allowed to disturb this balance for narrow or vested interests. The immediate priority must be to restore normalcy, initiate constructive dialogue, and institutionalise redressal mechanisms that prevent recurrence. Workers' rights must be protected, but always through disciplined, organised, and constructive means. #noida

BDM submits representation on DoT OM dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL : Bharatiya Doorsanchar Manch ( @BDM_BSNL ) has submitted its suggestions on the DoT Office Memorandum dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL. BDM has sought a review of the committee framework and requested inclusion of *regular BSNL stakeholders and recognized associations in the consultation process.* Click here for Letter aigetoachq.org/wp-content/upl… BDM has also emphasized the need for fairness in HR policies, protection of career progression of regular executives, and a uniform approach in matters affecting BSNL’s permanent workforce. Bharatiya Doorsanchar Manch (BDM) has raised a major concern raised on continued possibility of using the committee framework to justify perpetual deputation arrangements and policies favouring outside decision-makers over regular BSNL employees. BDM clearly stated that any effort to continue deputation arrangements beyond 31.12.2026 should be avoided, and officers willing to serve in BSNL should do so through absorption, in line with fairness and institutional accountability. The BDM raised the issue of discriminatory service conditions within the same organization. The officers on deputation continue to receive CDA pay scales and benefits of Central Pay Commissions, while regular BSNL employees remain on IDA scales and are denied PSU benefits on affordability grounds, even though both draw from the same BSNL financial system. It is imbalance inequitable and demoralizing for the permanent workforce. Promotions and career progression of officers on deputation to BSNL against the posts reserved in BSNL cannot be treated as a justified arrangement being contrary to the DPE as well as DoP&T guidelines, especially when regular BSNL executives continue to face stagnation, discrimination, and denial of basic career progression opportunities despite being similarly qualified and similarly being experienced. *The practice of promoting officers on deputation to BSNL against BSNL Reserved Posts must immediately be stopped to protect the sanctity of DoP&T/DPE guidelines issued in this regard. The concept of One PSU-One Policy must be implemented in BSNL.* In addition, the terms of reference for the committee should also contain devising a clear accountability framework for the policy makers who are running the company for the last 25 years with a clear focus on why BSNL could not develop its internal management hierarchy in these years. Bharatiya Doorsanchar Manch requests and urgent intervention in the matter so that any policy affecting the future of BSNL must be shaped with inclusive participation of its permanent stakeholders.
