@blakehberger is absolutely right here. The Quad is best when it provides tangible public goods to the Indo-Pacific, and HADR is perhaps the most tangible and longest standing of its efforts.

This isn't exactly a re-branding IMO... HADR has always been part of the Quad's foundation and was the initial reasoning the four states banded together in the first place in the aftermath of the Indian Ocean Tsunami in 04'.

The Quad's support for PNG and undertaking HADR shouldn't be seen as something new but as part of a longer historical trajectory of the group and its renewed effort to be a provider of public goods to the Indo-Pacific.
