I'll cap Big Oil's profits and refund drivers. I'll set a hard cap on refinery profits. Every dollar collected from Big Oil's illegal markups will be returned directly to Californians. 2. This will force utilities to fast-track new clean energy projects and lower bills. 6. I'll block manufactured shortages. I'll expand California's state strategic petroleum reserves. This will protect families during crises and stop Big Oil from creating artificial shortages.
