Tank X empties first. Simple physics: Water flows out at speed sqrt(2gh) (Torricelli's law), where h is height above the identical open taps. Tank X (wide top, narrow bottom) stores more of its 1000L at high h, so most volume drains at fast rates. Little left at low h (slow rates). Tank Y (narrow top, wide bottom) stores less at high h, more at low h—slower overall. Same volume + taps, but shape makes X faster.
