I got you. First, you need to understand, during the 12 day war, America did not hit EVERYTHING, and even at the sites they hit, not everything was NECESSARILY destroyed.
U.S. officials admit damage assessment takes time (which is obviously true). Also, some facilities (like Fordow) may not be fully destroyed (probably not... although major damage was done).
Also also, the IAEA even admitted it does not know the status of a new underground enrichment facility near Isfahan.
Bottom line, Iran’s program isn’t just 3 sites. They still have centrifuge manufacturing sites (Karaj, for example). Yes, some were hit but not necessarily eliminated. Research centers and support facilities were also struck, but again, not all destroyed.
