@JoyceWhiteVance The governor of Arkansas didn't want President Eisenhower's help in 1957 either when he ordered the National Guard AND the U.S. Army's 101st Airborne down to Little Rock to help 9 black students attend a desegregated high school. Yet there they went despite the governor's wishes.

I'm not an expert on shutdowns, but I don't understand how the president can federalize National Guard troops during one, forcing them into unpaid status for the duration, especially when the state doesn't need or want help with day-to-day law enforcement.
