Great question . FIFA makes money around the Male World Cup . So the rain falls every four years . They plan to set up an SPV to handle the commercial aspect of its products - World Cup , FWC and all under aged competition. The numbers I am seeing shows they are working with a valuation of circa $22.5bn for the shareholding of this entity . This means 20% equity will cost $4.5bn . This is simply a capital injection to own a piece of the SPV . The cash flows derived will be shared as dividends between the equity players and FIFA . Dividends will be derived based on profitability. So the assumption will be that Future cash flows will grow YOY as one major task this SPV will have to crack will be how to make it rain annually as against the current 4 yearly cycle . La Liga and even Ligue one in France have sold controlling stakes in their leagues valid for 20-30 years . The proposal by Gianni is 20% equity with no voting rights and no corporate governance. I get it . Issue is stakeholders were obviously not carried along . Gianni has ran this like a one man squad hence the uproar . If he handled this correctly, they would have tweaked it , worked with compliance to smoothen the rough edges and maintained a united front . For some weird reasons , proper corporate governance hasn’t been allowed and so the stakeholders are fighting back .

Nobody asked Chicago to fund it. And the cities that did host generated $4.50 in local activity for every dollar FIFA collected

Just as when a politician promises a tax break. And of course FIFA can’t very well punish countries that opposes its proposals, that’d be suicide.

What a difficult choice between FIFA and UEFA. One wants to involve more countries but destroy the sport. The other wants to preserve the sport but keep it for a small European elite and like a spoiled child force everyone else to adapt to its wishes.

Cities pay infrastructure, FIFA pays staging costs, and the return flows to hotels, restaurants and local business.

For example Chicago didn’t host any game because they didn’t want to pay costs for stadium refurbishment and all the other tax concessions. Other states had budgets for WC

But two corrections: nobody is selling shares of FIFA, it's a minority non-voting stake in a subsidiaryAnd offering more development funding isn't bribery. FIFA has never been on sale.
