I lost track of Paul Rivera after he left Albany. He was an aide to the state Senate Democrats during their chaotic time in the majority in 2009-10.

Here's a way-in-the-weeds argument for NY budget nerds. In 2010, the last appropriation bill passed July 1. The last Article VII bill passed in August. In keeping track of late budgets, which date should we use? Comptroller's Office uses passage of last appropriation bill.
