As it happens 40 years ago I was on contract with the Asian Development Bank, a branch of the IMF, one of his villains. And thats not how they worked.

@itsnwts You need fresh water for coolant for most industrial processes. This is recycled; thats why you have cooling towers and evaporative cooling systems. But you will lose a % of this to evaporation. Dirty or salt water makes scale and corrosion problems much worse.
