Rather than pondering the issue of 'who owns geothermal heat', do we just need to press on and find a methodology to define 'Heat Protection Zones' (HPZs) similar to Source Protection Zones for water resources to ensure sustainability of ground source heat pump systems?

@GarethFarr1 @CAbesser_BGS I think we also need to have a record of where all the heat source pumps are and how much heat they are drawing or replacing. What records are being.kept on heat pumps. Do we know where they all are or is it still a wild west?
